Torrington approves wetlands permits for recycling and residential construction projects

The Inland Wetlands Commission of Torrington took significant steps during its recent meeting on July 1, 2025, approving two key wetlands permits that will impact local development and environmental management.

The first permit, WP 25 12, was granted to AJK LLC for operations at 3350 Winstead Road. This approval allows the continuation of existing material recycling operations while ensuring compliance with environmental standards. The permit includes conditions such as maintaining a 15-foot buffer between dug ponds and equipment storage, which will be marked with boulders. Additionally, the wetland boundaries will be clearly posted with metal markers, as approved by the city’s wetlands enforcement officer. This decision is crucial for resolving a cease and correct order related to the site, ensuring that operations can proceed without further regulatory issues.

The second permit, WP 2516, was approved for Megan Miller for a new single-family home at 357 West Pearl Road. The project involves grading and construction within the upland review area, with a total disturbance of 2,800 square feet. The commission emphasized the importance of minimizing environmental impact, as the home’s location was adjusted to avoid wetlands. Conditions attached to this permit include the posting of surveyed wetland boundaries and addressing comments from the city engineer regarding construction details.

In addition to these approvals, the commission set a public hearing for August 11, 2025, regarding a building expansion and parking lot construction at 3651 Toringford Street. They also addressed a timber harvest application on Goshen Road, determining that it qualifies as an agricultural forestry activity that does not require a permit.

These decisions reflect the commission's commitment to balancing development needs with environmental protection, ensuring that local projects adhere to regulations while fostering community growth.
