The project seeks to utilize the state density bonus program, requesting waivers for rear yard and building height requirements, as well as concessions for open space to help reduce housing costs. Notably, the development will include 26 affordable group housing bedrooms, contributing to the city's housing stock. The inclusionary housing fee will apply to the bonus portion of the project, ensuring compliance with local housing policies.
The project sponsor, Chris Elsey of the Prime Company, highlighted the extensive outreach efforts conducted since November 2016, collaborating with community organizations such as United to Save the Mission (USM) and the Mission Economic Development Agency (MEDA). A settlement agreement with USM has been established, promising various community benefits, including the use of union labor through a memorandum of understanding with the carpenters' union.
During the meeting, it was noted that there had been no public comments either in support of or opposition to the project. The design has been revised based on community feedback, incorporating additional murals, street landscaping, and public seating to enhance the neighborhood's aesthetics and functionality.
The project is positioned favorably near public transportation and commercial corridors, aligning with the objectives of the Mission Area Plan and the city's general plan. The council's discussions concluded with a positive outlook on the project's potential to address housing needs in the area, with plans to move forward with building permits following the completion of the planning process. The project sponsor expressed eagerness to begin construction, emphasizing the importance of providing affordable housing options within the community.
