This year's award was particularly noteworthy due to challenges faced during the budget preparation process, including employee turnover. Cirtle acknowledged the contributions of key staff members, Dana Carpenter and Susan Klutz, who played crucial roles in compiling the budget book under tight deadlines. Their efforts, along with support from other city employees, were essential in meeting the GFOA's submission timeline.
