The City of San Francisco's Department of Homelessness and Supportive Housing (HSH) is gearing up for a significant budget proposal, with the mayor set to unveil her recommendations on June 1. Deputy Director Gigi Whitley provided an overview of the department's current budget, which has nearly tripled over the past six years, now standing at $672 million. This growth is largely attributed to various funding sources, including the "Our City, Our Home" fund, which contributes $233 million, and federal aid from the U.S. Department of Housing and Urban Development.

Whitley emphasized that 93% of the budget is allocated to ongoing programs, with a substantial portion dedicated to housing and temporary shelter services. However, the department faces a staffing challenge, with a vacancy rate of 27%, translating to about 70 unfilled positions. This staffing gap has been identified as a critical factor in the slow progress of the homelessness response system, highlighting the need for improved recruitment and retention strategies.

In addition to addressing immediate budgetary concerns, Whitley noted the department's proactive approach in seeking additional funding sources, including over $200 million in competitive state home key funds aimed at acquiring permanent supportive housing. The department is also collaborating with various agencies to implement innovative health and housing initiatives, underscoring a commitment to addressing the complex needs of the homeless population in San Francisco.

As the city prepares for the upcoming budget discussions, the focus remains on ensuring that client experiences drive program development, rather than being constrained by funding limitations.
