In a recent San Francisco County government meeting, officials discussed a critical contract renewal for the Bayview Hunters Point Foundation's methadone program, aimed at combating opioid addiction in the community. The proposal seeks to extend the contract through June 2027, allowing the foundation to continue providing essential methadone treatment and support services for individuals struggling with opioid use disorders, including those dependent on fentanyl.

Max Rocha, the director of systems of care at the Department of Public Health (DPH), highlighted the foundation's role as a key provider of outpatient methadone treatment, serving approximately 150 individuals annually. The program operates daily, including providing methadone dosing at the San Francisco Jail for eligible inmates. This initiative is particularly significant as it addresses the needs of the local community, especially in the Bayview area, where access to such services is crucial.

The meeting also addressed previous concerns regarding the foundation's financial stability and operational performance. Rocha noted that, over the past year, the foundation has made substantial improvements, including better financial management and staffing. The agency has successfully implemented new policies and procedures, resulting in positive net income and increased operating cash reserves. However, challenges remain, particularly in meeting contracted service levels, which prompted a recommendation for a shorter contract extension of 18 months instead of a longer-term agreement.

Supervisors expressed the importance of ensuring the foundation's success while also preparing for potential alternatives should the organization fail to meet its obligations. DPH officials reassured the board that there are other service providers available, and a mobile treatment van could be deployed if necessary.

The meeting concluded with a unanimous vote to amend the contract, reducing the funding from approximately $19 million to $15 million, reflecting the ongoing need for oversight and accountability in the program. This decision underscores the county's commitment to addressing the opioid crisis while ensuring that public funds are used effectively to support the community's health needs.
