Temple Council discusses Arbor Square development amid resident concerns on zoning and impact

The City Council of Temple convened on July 3, 2025, to discuss significant developments affecting local neighborhoods, particularly the proposed Arbor Square project. The meeting began with a review of the site plan, which includes provisions for downward-facing lighting fixtures to minimize glare. Minor adjustments to the plan can be approved by the director of planning, while substantial changes will require further review by the Planning and Zoning Commission (P&Z) and the council.

The P&Z had previously voted 7 to 2 in favor of recommending the rezoning necessary for the project. During the public hearing segment, several residents voiced their opinions regarding the development, emphasizing the need for careful consideration of its impact on surrounding communities.

Alan Harden, president of the Eagle Oaks Association, expressed support for the Arbor Square project but highlighted the importance of protecting the rights and well-being of nearby residents. He urged the council to require the developer to construct a 10-foot high wall along property boundaries to mitigate noise and visual disturbances. Harden also requested that any two-story buildings adjacent to residential properties be limited to single-story structures to preserve privacy and property values.

James Davis, president of the Lago Terra HOA, echoed Harden's sentiments, stressing the potential negative effects on property values and the need for measures to lessen the impact on their community. He emphasized the importance of maintaining the quality of life for existing residents while accommodating new developments.

Jeff Lencioni, a resident of Eagle Landing, raised concerns about the proposed development's impact on privacy and the visual landscape. He requested a prohibition on two-story buildings adjacent to residential properties and an increase in the green space setback from 15 to 30 feet. Lencioni also highlighted the need for preserving existing trees and suggested replacing any removed trees with more mature specimens to maintain the area's natural beauty.

Andreas Hood, another resident, focused on drainage issues exacerbated by the development. He expressed concerns about water runoff affecting his property and the need for a comprehensive drainage plan to prevent flooding. Hood also raised traffic safety issues, noting that increased vehicle flow could pose risks, especially near school bus stops.

The meeting concluded with a commitment from the council to consider the residents' concerns as they move forward with the Arbor Square project. The discussions underscored the delicate balance between fostering economic growth and preserving the quality of life for existing residents in Temple. The council is expected to deliberate further on the proposed development and its implications for the community in upcoming sessions.
