Caldwell Housing Authority seeks annexation for Farmway Village expansion

The Caldwell City Council convened on July 8, 2025, to discuss a significant annexation request from the Caldwell Housing Authority (CHA) for the Farmway Village property. This request aims to officially integrate the 80-acre site into the city limits, a move that could enhance local services and development opportunities for the community.

The Farmway Village, established in 1939, has a rich history as a home for agricultural workers and has served various communities over the decades. Currently, it consists of 248 housing units and several commercial buildings, with plans for future expansion that include 72 additional housing units and 220 RV slips. The CHA has already connected to city sewer and water services, which strengthens the case for annexation.

During the meeting, representatives from the Caldwell School District expressed their support for the annexation, highlighting the potential benefits for local education and community integration. The Idaho Department of Environmental Quality also recommended compliance with future development regulations, while the Idaho Transportation Department requested to be kept informed about the planned developments at the site.

The Planning and Zoning Commission had previously recommended approval of the annexation, and city staff reiterated that the request should be subject to specific conditions outlined in the findings of facts and conclusions of law. The council members did not raise any objections during the discussion, indicating a favorable outlook for the proposal.
