Planning Commission approves special permit for food truck at South High Street site

The Harrisonburg City Council convened on July 8, 2025, to discuss a special use permit application that could pave the way for a food truck to operate at the corner of South High Street and South Avenue. The parcel, measuring over 5,700 square feet, is currently zoned for light industrial use (M1), but the applicant seeks to allow restaurant operations through this permit.

City staff highlighted the need for compliance with zoning regulations, particularly concerning site access and safety. The existing entrances to the property are problematic; one is too narrow, while the other is too close to the intersection, creating traffic congestion. To address these issues, staff recommended that the South Avenue entrance be widened to meet the required 30-foot standard, and that the South High Street entrance be permanently closed and rebuilt to improve safety.

The applicant, Billy Martinez, expressed enthusiasm for the project, emphasizing the food truck's potential to serve the community with a mix of Central and Mexican cuisine. He assured the council that he is committed to making the necessary improvements to the site, including the entrance modifications.

The Planning Commission had previously reviewed the application and unanimously recommended approval, contingent on several conditions. These include the completion of the entrance modifications within 60 days of the permit's approval and compliance with landscaping regulations. If the conditions are not met, the food truck operation would need to cease until compliance is achieved. However, the council also allowed for a possible extension if the applicant demonstrates progress.
