Contra Costa Board reviews final plan for guaranteed income pilot program

In a recent meeting of the Contra Costa Board of Supervisors, significant discussions centered around the proposed "Contra Costa Thrives" guaranteed income pilot program. Following this, a recommendation from the Measure X Community Advisory Board in April 2024 led to the allocation of $5 million for the pilot program. By October 2024, the board had approved $3.25 million in Measure X funds and an additional $1 million in AB 109 funds to develop a comprehensive plan.

Key contributors included Ayesha Teal, the project manager, and the Contra Costa Guaranteed Income Collaborative, which provided essential feedback and support. The program's design was informed by a literature review conducted by UC Davis, which analyzed 24 studies on guaranteed income and its impact on long-term economic stability for the targeted populations.

Community engagement was a critical aspect of the program's development. The EHSD team presented the draft plan at nine community meetings, gathering input from approximately 230 attendees, including individuals with lived experience in the target populations. This feedback was instrumental in shaping the final proposal, ensuring that it addressed the community's needs and concerns.

As the board prepares to review and potentially approve the full plan, the discussions underscore a growing commitment to innovative solutions aimed at alleviating poverty and enhancing economic stability in Contra Costa County.
