Leesburg Council approves Enterprise Car Rental facility on Fort Evans Road

Leesburg Town Council has approved a significant development that will enhance the local business landscape and improve community aesthetics. During the meeting on July 8, 2025, the council unanimously voted to grant a special exception for a vehicle rental facility proposed by Enterprise Car Rental. This facility will occupy a site along Fort Evans Road, adjacent to the Fox Chapel Condominiums and near Douglas Elementary School.

The new facility will feature a 3,290 square-foot office and a 2,350 square-foot wash bay, replacing existing structures that currently detract from the area’s appeal. The project aligns with the town's vision for the Crescent District, which is designated as a retail center in the recently updated master plan. The council emphasized that this development represents a substantial improvement over the current site conditions, which include outdated buildings and operations.

The Planning Commission had previously recommended approval of the project, citing strong community support, including 29 letters backing the application. The council's decision reflects a commitment to fostering economic development while adhering to architectural standards set for the Crescent District. The facility will also include customer and employee parking, enhancing accessibility for patrons.

In addition to the main approval, the council discussed operational conditions for the facility, including restrictions on vehicle sales and service, as well as limitations on deliveries to minimize disruption to the surrounding area. The applicant, represented by zoning attorney Michelle Rosati, expressed gratitude for the opportunity to remain in Leesburg and contribute positively to the community.
