Seaford City Council approves ordinance to update electric service regulations

3. **Third-Party Notification**: A new process allows account holders to designate a third party to receive notifications regarding their account status.

4. **Emergency Termination Rights**: The city retains the right to terminate utility services with minimal notice in cases of safety-related emergencies.

5. **Medical Necessity Protections**: If electricity is deemed a medical necessity, customers can submit documentation from a medical professional to prevent disconnection for up to 120 days, with a requirement for renewal thereafter.

6. **Dispute Resolution**: The ordinance establishes a process for customers to resolve disputes regarding their bills, culminating in a final determination by the city manager.

7. **Seasonal Protections**: Specific conditions are set to prevent disconnections during extreme weather, defined as a heat index above 93 degrees or temperatures below 32 degrees in the morning.

Following the presentation, Councilman Bridal made a motion to approve the ordinance, which was seconded by Councilman Holland. The motion passed unanimously, allowing the city to proceed with advertising the changes, which will take effect 30 days after the advertisement, ensuring compliance with the state law deadline.
