Ms. Hilton said the first open house is scheduled for tomorrow from 5:30 to 7:30 p.m. and will be a come-and-go format. The second event is planned for July 22 at 7:30 a.m. and will include a short nature walk approximately a 10-minute walk into the site. “This is city property, and this is for the citizens of Jenks,” Ms. Hilton said, urging residents to attend and noting the city is seeking public input. She said TSW, a local planning and landscape firm, has been hired to oversee the public-engagement process and that the city is coordinating with the U.S. Army Corps of Engineers on what uses may be allowed on portions of the property.

Ms. Hilton described the property as a large, varied parcel with a central core likely to be preserved in a more natural state and other areas adjacent to Elm Street that may accommodate different uses. She encouraged appropriate clothing and insect repellent for the nature walk: “Bring bug spray, long pants, long sleeves, hats.”

Separately, Ms. Hilton updated the commission on a planned unit development (PUD) application for a food-hall project north of the aquarium between the hotel and the aquarium. She said the applicant updated materials that did not arrive in time for the current packet; the updated submission will return next month. The revised proposal includes a reconfigured parking plan and a new program mix: eight concept kitchens on the ground floor and two floors of offices above. Commissioners discussed whether the request combined two lots that lie in separate subdivisions and what that would mean for zoning setbacks, private covenants and tax classification. Chair Joe West led the discussion and asked staff for clarification of how the combined parcel would be governed.

A staff member told the commission that combining two lots from separate plats is “not impossible, but it is very uncommon.” The staff member said the lots would remain in their original subdivisions for plat purposes even after the parcels are combined for tax and zoning purposes and that each portion of the resulting, irregularly shaped lot would retain the zoning that applied to that portion. “The private covenants are very similar for both subdivisions and the accessory structure needs to be built to reflect the primary structure,” the staff member said.

Commissioners emphasized that private covenants are enforced by property owners or homeowners associations, not by the city. The staff member recommended that property owners “stick with the covenants of the plat that your portion of the lot resides in” when there are conflicting private restrictions.

The commission first adopted the consent agenda with item B (the lot-combination item) removed, then later voted to approve JL25-408. The motion to approve JL25-408 passed with all members voting yes: Commissioners Wilson, Boris, Bowman, Sellers, Nixon and Stevens and Chair Joe West.
