Lake County approves flood control agreement with Central Valley Flood Protection Board

The Lake County Board of Supervisors convened on July 8, 2025, to discuss critical flood control measures, particularly focusing on the Middle Creek Flood Control Project. The meeting highlighted a local cooperation agreement between the Central Valley Flood Protection Board and the Lake County Watershed Protection District, aimed at rehabilitating 12 culverts essential for levee maintenance.

Water Resources Director Paul Anupadhyay presented the agreement, clarifying that the project would not incur costs for Lake County, as funding is provided by the Central Valley Flood Protection Board. The culverts, identified as critical during an inspection nearly a year ago, will undergo rehabilitation to extend their lifespan by an additional 15 to 20 years.

During the meeting, Supervisor Julia Carrera raised several questions regarding the project, including the timeline for completion, the impact on existing projects, and maintenance concerns for the newly rehabilitated pipes. Anupadhyay assured the board that the project would not interfere with ongoing Caltrans channel clearing efforts and that any necessary vegetation and gravel removal would be minimal.

The board discussed the maintenance obligations outlined in the agreement, with concerns about the county's existing budget for levee system upkeep. Anupadhyay and other officials confirmed that the project is managed by the Department of Water Resources (DWR), which will oversee inspections and maintenance every five years, alleviating some financial burdens from the county.

After addressing all inquiries, the board unanimously approved the cooperation agreement, allowing the project to move forward. This decision marks a significant step in enhancing flood control infrastructure in Lake County, ensuring better protection for local communities against potential flooding events.
