Water Commission discusses $14M property sale with Pulte Home Company

The DuPage County Board convened on July 8, 2025, to discuss several pressing issues, with a significant focus on a proposed land sale involving the Water Commission and Pulte Home Company. The meeting highlighted the potential sale of a heavily wooded property along 70 Fifth Street, valued at $14 million, which the Water Commission has declared surplus.

Chair of the Water Commission, Mr. Zeh, explained that the decision to sell the property was influenced by the county's ongoing struggle to provide adequate housing. He noted that the area is situated in a desirable school district, making it an attractive site for development. The proposal includes the development of approximately 60 lots, with an estimated cost of $233,000 per lot, leading to potential home prices ranging from $500,000 to over $1 million.

Concerns were raised regarding the affordability of the proposed housing. Board members emphasized the need for a portion of the development to include affordable housing options, defined as costing no more than 30% of a household's income. One board member questioned whether the county had been consulted about the sale, given that the land is public property.

Mr. Zay, another board member, expressed his surprise at the lack of prior discussion regarding the sale and the potential for integrating affordable housing into the development plan. He indicated that the Water Commission should be actively involved in negotiations with Pulte to explore options for including a variety of housing types, particularly to address the "missing middle" housing issue.

The board concluded that further discussions are necessary before finalizing any agreements. They plan to reach out to Pulte Home Company to ensure that the community's needs are considered in the development process. The meeting underscored the importance of balancing development with the need for affordable housing in DuPage County.
