Montlake Terrace Council votes on Snohomish County Outreach Team agreement

The Mountlake Terrace City Council convened on July 10, 2025, to discuss a significant interlocal agreement aimed at addressing pressing social service needs in the community. The council reviewed and voted on a partnership with Snohomish County to establish the Snohomish County Outreach Team (SCOUT), which will embed a part-time social service worker within the Mountlake Terrace Police Department.

This initiative is designed to tackle issues related to homelessness, mental health, and substance misuse, which have become increasingly relevant in the community. The agreement outlines that the city will contribute financially to the part-time social worker's salary, which will be shared with the City of Lynnwood. In addition to the salary, the city will also provide ancillary services, including temporary shelter, housing support, transportation assistance, and client aid for food and medical needs.

The council highlighted the importance of this partnership, noting that it will enhance the city’s capacity to respond to social service challenges effectively. The city has also secured $7,500 in flexible assistance funds from SCOUT, which can be utilized for various community needs, further bolstering local support systems.

Snohomish County will contribute a half-time social service worker, along with supervision and training for the SCOUT program. This collaborative effort aims to ensure that residents receive the necessary support and resources to improve their quality of life.

As the council moves forward with this agreement, it reflects a commitment to addressing the complex social issues facing Mountlake Terrace, ultimately fostering a healthier and more supportive community for all residents.
