City explores redevelopment plans for Spar Road with new developer Genesys and Monognock

During the recent Rules and City Government Committee meeting held on July 11, 2025, in Annapolis, significant discussions centered around the future development plans for Spar Road. The meeting highlighted the complexities involved in the land's remediation and potential use, with officials outlining conceptual plans that could reshape the area.

The city has engaged with a developer, Genesys and Monognock, known for their expertise in large-scale projects. Their collaboration aims to create a mixed-use development that includes both commercial and residential spaces. While the plans are still in the conceptual phase, they reflect a vision for revitalizing Spar Road.

On the East Side of Spar Road, the proposal includes approximately 16,000 square feet of ground-floor office space, which could serve as a new headquarters for the Housing Authority of the City of Annapolis (HACA) and potentially accommodate other city offices. Above these offices, there is a plan for 112 units of mixed-income rental housing, complemented by green amenity terraces and public spaces, including an amphitheater.

The West Side of Spar Road envisions a similar approach, proposing 128 units of multifamily housing or condominiums, also situated above parking facilities. This side would feature 210 parking spaces, designed to blend into the site's slope.

Both sides of Spar Road are designed to incorporate green spaces and amenities, enhancing the overall community environment. The discussions reflect a proactive approach to urban development, aiming to meet the growing housing demands while providing essential services and recreational areas.
