Boulder City enforces decorum rules for public meeting participation

The Boulder City Open Space Board of Trustees meeting on July 14, 2025, focused on enforcing rules of decorum for public participation and addressed the capital improvement budget for the Open Space Mountain Parks Department.

During the meeting, officials reiterated the importance of maintaining order and respect during discussions. Participants must sign up to speak using their commonly known names and display their full names when addressing the board. Currently, only audio testimony is allowed online, and attendees are prohibited from disrupting the meeting or failing to comply with the presiding officer's orders.

Specific guidelines were established to ensure a respectful environment. Only one person is allowed at the podium at a time, and all remarks must pertain to city business. Attendees are not permitted to block aisles or obstruct the view of others, and signs or flags are restricted to one small sign held by an individual. Any form of intimidation or disruptive behavior, including obscene language or gestures, is strictly prohibited.

In-person participants were encouraged to show support through American Sign Language applause or "jazz hands," rather than verbal expressions. The meeting also provided instructions for online participants on how to raise their hands to speak during public comment.

The meeting transitioned to public comment, specifically regarding the capital improvement budget. While no one had signed up in advance, one individual, Giles Trouton, was present to speak.
