Hernando County Board reviews assisted living facility proposal from Olivia Rose Manor LLC

The Hernando County Planning and Zoning Commission convened on July 14, 2025, to discuss several key agenda items, including a significant proposal for an assisted living facility and the postponement of another matter due to the absence of the petitioner.

The meeting began with a discussion about a request to table a proposal related to a go-kart track, as the petitioner was not present to address the board's questions. Commissioner Holmes made a motion to postpone the discussion until the next meeting on August 11, which was unanimously approved. The board emphasized the importance of the petitioner’s presence for future discussions, indicating that failure to attend could lead to a high likelihood of denial for their proposal.

Following this, the commission reviewed a special exception use permit request from Olivia Rose Manor LLC for an assisted living facility. The proposed facility would be a single-story, 6,000 square foot building designed to accommodate 14 residents in private or semi-private rooms. The facility aims to provide essential living accommodations, including common areas and caregiver facilities. This project was initially approved in 2021 for a different development but has since shifted focus to meet community needs.

During the public comment section, several residents expressed concerns regarding the facility's location. One resident questioned the necessity of building in a residential area when there might be more suitable locations available. Others raised inquiries about the zoning status of the property and the potential for future developments on the site.

In response, county staff clarified that the property would remain residential and that the special exception process allows for the assisted living facility without changing the underlying zoning. They assured the public that any future changes would require additional approvals and that drainage concerns would be thoroughly reviewed.

The commission concluded the meeting with a commitment to address community concerns and ensure that the petitioner is present for future discussions. The next meeting is scheduled for August 11, where further deliberations on these matters will continue.
