City Council awards $1.35M Milton Street project contract to Horton Escalating LLC

Josephine City Council has taken a significant step towards enhancing local infrastructure by approving a $1.35 million contract for the Milton Street gravity line project. During the meeting on July 14, 2025, the council unanimously voted to award the proposal to Horton Escalating LLC, a decision expected to improve the city's sewer system and address ongoing drainage issues.

The project, which received only one bid, was deemed crucial due to its scale and the limited number of contractors capable of handling such extensive work. Council members expressed confidence in Horton Escalating's competitive pricing and reliability, noting the company's history of timely payments from the city.

In addition to the Milton Street project, the council discussed a comprehensive financial plan for upcoming capital improvements, totaling approximately $15 million. This plan includes funding for drainage improvements, sewer plant upgrades, and water storage enhancements. The city aims to finance these projects through a combination of property tax revenues and utility revenues, utilizing certificates of obligation to secure necessary funds.

Financial advisor Andre Ielow from Hilltop Securities presented the plan, highlighting the city's recent upgrade to a double A-minus credit rating, which is expected to lower borrowing costs. The council anticipates issuing these bonds by September 8, with funds expected to be available by late September.
