Menards seeks tax abatement for new bagging facility in Saginaw industrial district

The Saginaw City Council convened on July 14, 2025, to discuss a public hearing regarding a proposal from Menard Incorporated to establish an industrial development district at 1808 Veterans Memorial Parkway. The meeting featured a presentation by Nick Brenner, representing Menards, who outlined the company's plans for expanding its manufacturing facility.

Brenner explained that Menards currently operates a concrete manufacturing plant at the site, producing concrete blocks, pavers, and retaining walls. Recently, the company acquired an additional three acres, bringing the total property size to 30 acres. This expansion is necessary due to space constraints at the facility.

The proposed project includes the establishment of a bagging facility for various aggregate products, which would serve Menards stores in Michigan and parts of Ohio. Brenner emphasized that this type of facility is not currently present in Michigan, making it a strategic addition for the company.

To support this project, Menards is requesting the creation of an industrial development district, which would facilitate a PA 198 tax abatement. This financial assistance is crucial for addressing the environmental remediation costs associated with the contaminated site, which include the disposal of excess soil at a designated landfill.

Brenner highlighted the significant investment of over $20 million that Menards plans to make in Saginaw, which would also create additional jobs at the facility. Currently, the site employs approximately 75 to 80 workers, with the potential to add between 5 to 9 more positions as a result of the new project.

The council's discussion on this matter reflects the city's ongoing efforts to attract and support industrial development, which could have positive implications for local employment and economic growth. Further deliberations and decisions regarding the proposal are expected in upcoming council meetings.
