Killeen City Council holds public hearing on $1.35M funding for community development plans

Killeen City Council has taken a significant step towards enhancing community development by approving the 2025-2029 Consolidated Plan and the Fiscal Year 2025-2026 Annual Action Plan during a special meeting on July 15, 2025. This plan outlines the allocation of over $1.3 million in Community Development Block Grant (CDBG) funds and additional HOME Investment Partnerships funds aimed at addressing critical housing and community needs.

The council authorized the application for $1,350,070 in CDBG funds, alongside $545,001.73 from the HOME program, which will be utilized for various initiatives, including affordable housing development and supportive services for vulnerable populations. The funding is part of the city’s ongoing efforts to meet national objectives, such as benefiting low- and moderate-income individuals and preventing homelessness.

City officials emphasized the importance of community input in shaping these plans. Two community planning meetings were held earlier this year, allowing residents to voice their needs and priorities. The feedback collected will guide the allocation of funds to ensure they effectively address local challenges, including homelessness and housing instability.

The breakdown of the funding allocation includes 65% directed towards housing and public facilities, 20% for administrative costs, and 15% for public services. This structured approach aims to maximize the impact of the funds and ensure compliance with federal guidelines.

As Killeen moves forward with these plans, the city council remains committed to fostering a collaborative environment where community needs are prioritized, paving the way for improved living conditions and support services for its residents. The next steps will involve finalizing the plans for HUD approval, ensuring that the city can begin implementing these vital programs in the coming fiscal year.
