City Council awards McGregor Estates sewer project to BP3 Utilities for $243K

Killeen City Council has taken significant steps to enhance local infrastructure and address community concerns during its meeting on July 15, 2025. The council approved a resolution to award a contract for the McGregor Estates Sanitary Sewer Improvements Project to BP3 Utilities, LLC, for $243,133.53. This project aims to resolve ongoing sewer odor issues affecting homes in the McGregor Estates subdivision, particularly those adjacent to a large gravity sewer pipe. The new plan involves constructing a smaller gravity sewer line for 21 lots, effectively reducing the risk of sewer gas backflow into residences.

In addition to the sewer improvements, the council authorized a professional services agreement with Kimley Horn and Associates, Inc., to update the city's water and wastewater impact fees. This update, costing $136,080, is necessary to align the fees with the recently adopted 2025 water and wastewater master plan and to comply with state regulations requiring a review every five years. The updated fees will help fund essential capital improvements needed to support new development in Killeen.

Furthermore, the council approved an agreement with Bartlett Electric Cooperative, Inc., to provide electrical service to the Chaparral pump station. This agreement includes an initial payment of $44,199.59 for construction-related electrical services and establishes a two-year service agreement to ensure reliable power for the pump station and associated water tower.

These decisions reflect the city council's commitment to improving infrastructure and addressing the needs of Killeen residents. As these projects move forward, they are expected to enhance public health and safety while supporting the city's growth and development.
