Billings approves $20,000 TIF for pedestrian safety upgrades on Montana Avenue

The Billings City Council convened on July 14, 2025, to discuss key initiatives aimed at enhancing public safety and revitalizing local infrastructure. A significant decision made during the meeting was the approval of tax increment financing (TIF) assistance to upgrade four pedestrian crossings along Montana Avenue, with funding capped at $20,000. Mehmet Casey, the Development Director of the Downtown Billings Partnership, presented the proposal, highlighting the success of a pilot beacon installed previously at Montana Avenue and 25th Street. The new beacons are expected to enhance visibility and safety for pedestrians, particularly in a busy area where vehicle speeds have been recorded as high as 49 miles per hour, despite a posted limit of 25 mph. The project is part of a broader effort to create a safer environment along Montana Avenue, which is frequented by residents, shoppers, and tourists alike.

The council members expressed strong support for the project, recognizing its potential to significantly benefit the community. The unanimous vote in favor of the TIF funding reflects a commitment to improving public safety and fostering a pedestrian-friendly atmosphere in downtown Billings.

In addition to the pedestrian safety initiative, the council also discussed a proposal for TIF assistance for the redevelopment of the historic Masonic Temple located at 2804 Third Avenue North. This project aims to restore the building to its former glory while introducing mixed-use spaces, including retail and residential units. The redevelopment is expected to revitalize the area and attract new businesses, contributing to the economic growth of downtown Billings.
