Commissioners Support Healthy Opportunities Pilot Program in North Carolina

The Buncombe County Board of Commissioners meeting on July 15, 2025, focused on a critical discussion regarding a letter of support for the Healthy Opportunities Pilot (HOP) program, aimed at addressing food insecurity and other social determinants of health in the region. Commissioner Wells led the conversation, highlighting the program's significant impact on local communities, particularly in Barnardsville and Swannanoa.

The initiative, which had been previously requested by a community member during public comment, aims to secure funding from the North Carolina General Assembly. The program has been instrumental in providing food, housing assistance, and transportation, especially in the wake of challenges posed by recent events, referred to as "Helene." Wells emphasized that the existing infrastructure allowed community organizations to respond effectively to increased needs following this crisis.

Despite the program's success, it currently faces funding uncertainty due to the lack of a state budget. Wells noted that while the program was included in a proposed mini budget, disagreements between the House and Senate prevented its approval. The letter aims to rally support from other Western North Carolina counties to advocate for the program's reinstatement in the state budget.

Wells shared compelling data regarding the program's economic impact, stating that it has generated approximately $74 million in broader economic benefits and supported over 555 jobs in the region. In Buncombe County alone, the program accounted for over $21 million in economic outlays, significantly benefiting local farmers, with many relying on the program for a substantial portion of their income.

The commissioners expressed hope that by sending this letter, they could amplify their message to state legislators and encourage a collective effort across the region to restore funding for the Healthy Opportunities Pilot program, which plays a vital role in enhancing the well-being of residents in Western North Carolina.
