County Engineer Discusses 2025 Construction Budget and Project Timelines

Cowlitz County Commissioners have outlined a comprehensive plan for upcoming construction projects and budget allocations during their recent meeting on July 17, 2025. A key highlight was the decision to transfer one of the two security guards from Northwest Enforcement to ensure safety at the county hall, alongside the presence of a sheriff's deputy. This move aims to enhance security measures as the county prepares for a busy construction season.

The meeting also focused on the county's construction budget for 2025 and beyond. Initially, a larger construction program was anticipated, but due to delays, the county engineer reported a revised approach. Significant projects, including the South Cloverdale Road project, will now be split between 2025 and 2026, with a winter suspension planned to accommodate necessary culvert work.

Several projects are currently underway, including the Garlock Road Box Culvert and the Italian Creek Culvert, both expected to be completed by fall. Additionally, two road projects are set to go out to bid this year, including the Allender Road bridal replacement, which is awaiting state review.

The commissioners discussed cash flow estimates for 2026, projecting a beginning cash balance of $16.2 million. Depending on project outcomes, the ending balance could range from $9.2 million to $17.5 million. The discussion highlighted the importance of securing grant funding, with many projects being significantly supported by state and federal funds.
