Sheriff's Office Reports on Jail Staffing and Record Call Volumes for 2024

The Washington County Public Safety Committee meeting on July 18, 2025, highlighted critical issues surrounding jail operations and emergency communications, with a focus on staffing challenges and rising inmate populations.

Captain Kathleen Laymon presented an overview of the jail's annual report, revealing that the facility currently operates with a full staff of 75, including 65 officers, but faces four vacancies. The adult jail houses 321 beds, while the juvenile detention center accommodates 26 beds. Notably, the average daily population of adult inmates has surged from 170 in 2023 to 200 in 2024, indicating that inmates are remaining in custody longer despite a slight decrease in overall bookings.

Mental health and opioid addiction continue to be significant challenges within the jail, with mental health issues increasingly becoming a primary concern. Laymon emphasized the importance of their mental health technician and chaplain services, which support inmates' well-being and religious needs.

On the communications front, Captain Robert Stacer reported ongoing staffing shortages in the dispatch center, with seven dispatcher and two supervisor positions unfilled. This shortage has been exacerbated by retirements and high training washout rates, where 40% of new hires do not complete training. The consolidation of dispatch services with Hartford has led to a 7.2% increase in call volume, further straining resources.

Stacer also discussed the countywide radio system project, which is nearing completion, with testing expected to begin soon. The project aims to enhance communication capabilities across the county, addressing the challenges posed by outdated technology.

The meeting underscored the pressing need for improved staffing and resources in both the jail and dispatch operations, as Washington County navigates rising demands for public safety services.
