Fargo City Officials Discuss Third Street North Roadway Reconstruction Project Details

The Fargo City Improvement District BR-25-H1 held an informational meeting on July 8, 2025, to discuss the upcoming roadway reconstruction project on Third Street North, extending from NP Avenue to First Avenue. The meeting featured staff introductions, a project overview, and a detailed discussion on costs, funding, and special assessments.

Project Manager Sheen Garrity led the presentation, outlining the scope of the project, which includes a full roadway reconstruction. This will involve replacing the water main and services, sanitary sewer main and services, and installing new concrete pavement, driveway approaches, sidewalks, and street lights. The project is set to bid on July 16, with construction expected to begin in August and conclude by October 2025.

The project will be executed in one phase lasting 75 days, with additional utility connections requiring a short, nonconsecutive closure of 14 days. Throughout the construction, pedestrian access will be maintained, either via existing sidewalks or temporary pathways. Temporary above-ground water service lines will be installed to ensure continued water service during the main replacement.

The estimated construction cost is $1,027,301, with total project costs, including fees and contingencies, projected at $1,294,400. Funding will come from two sources: prairie dog funds amounting to $1,005,594 and special assessments totaling $288,806. Special assessments for water and sanitary sewer services are capped at $66.24 per front foot, while landscaping costs will be fully assessed. Paving for designated maintenance units (DMUs) will be charged at $386.43 per front foot.
