Martha Wade, executive director of A Quarter Blue, said Orange County lost its TRC and residents now face “up to four to five hours of round‑trip travel” to access a qualified TRC therapist. Survivors and providers testified about application timing, the difficulty smaller providers face in producing competitive NOFA materials during a 30–45 day application window, and points lost over technicalities in submitted materials.
