Richmond Planning Commission approves new ADU ordinance and preapproved plan program

The Richmond Planning Commission convened on July 17, 2025, to discuss several key items related to the city’s development initiatives, particularly focusing on accessory dwelling units (ADUs) and upcoming ordinance amendments.

The meeting began with a presentation on the city’s new Integrated Management System (IMS) for building permits. Officials explained that residents can now submit requests for preapproved plans through this system. These plans, which exclude site plans, include all necessary construction details and comply with Title 24 and green building standards. Once approved, residents can access these plans online, potentially saving between $20,000 and $30,000 in architectural fees. The city has recently finalized these preapproved plans in collaboration with the consultant Optikos, and there has been significant interest from the community.

Commissioners discussed an upcoming workshop scheduled for September 3, which will focus on the ADU guidebook and the preapproved plans. This workshop is part of the Transformative Climate Communities grant initiative, known as Richmond Rising, and will be conducted in a hybrid format to encourage community participation.

Following the presentations, the commission moved to close the public hearing and proceeded to a vote on the proposed amendments to the accessory dwelling unit ordinance. A motion was made to recommend the city council adopt the amendments, which was seconded and unanimously approved with a 3-0 vote.

In concluding remarks, staff provided updates on future agenda items, including a study session on the Hilltop Specific Plan, general plan updates, and revisions to the cannabis ordinance to streamline the review process. Additionally, a tobacco moratorium will be revisited to align local regulations with state laws regarding flavored tobacco products.

The meeting highlighted the city’s ongoing efforts to enhance housing options and streamline development processes, with further discussions and updates anticipated in the coming months.
