District Officials Address RISE Program Growth and Specialized Programming Concerns

The Lewiston Public Schools School Committee meeting held on June 30, 2025, focused on several critical issues regarding student programming and social-emotional learning (SEL) initiatives. Key discussions highlighted concerns about the balance between expanding specialized programs and maintaining existing support structures for students with diverse needs.

One committee member raised questions about the potential phasing out of specialized programs, such as day treatment and Functional Life Skills (FLS), in favor of the growing RISE program. The member expressed concern that students who do not qualify for RISE might be returned to mainstream classrooms without adequate support. In response, it was clarified that while the RISE program is expanding, the FLS program remains intact. Some consolidation of resources has occurred, aimed at improving efficiency rather than reducing program availability. However, challenges persist, particularly with students requiring day treatment, as some have exhibited behaviors that necessitate outplacement for safety reasons.

Another significant topic was the implementation of SEL practices within the district. Committee members discussed the difficulty in measuring the effectiveness of SEL initiatives, acknowledging that various factors, including community trauma and the influx of new residents, complicate the assessment of behavioral outcomes. There was a shared concern about ensuring that all students, especially those without trauma backgrounds, are not adversely affected by the challenges faced by their peers.
