Lexington Senior Housing Project Nears Completion with 105 New Units for Seniors

The Portsmouth City Council Public Work Session on July 22, 2025, focused on the progress of the Lexington Senior housing project, which is nearing completion. The project, which began its second phase in 2023, has received significant financial backing, including a request for $1.2 million to assist with construction costs.

Director Winston reported that the project is currently about 75% complete and is expected to be finished by October 2025. Following completion, the lease-up process will begin, with 105 seniors already signed up and awaiting occupancy. A grand opening is anticipated by the end of the year, addressing a critical demand for age-restricted housing for seniors aged 62 and older in the community.

The council was shown construction progress photos, highlighting the development's courtyard area and interior finishes. The project has also benefited from a Virginia Housing Development Authority (VHDA) match loan, effectively doubling the city's contribution to the project.

During the meeting, questions arose regarding the contract expiration for the adjacent Dale Holmes project, which is expected to last approximately another ten years. The council expressed enthusiasm for the Lexington Senior project and its potential impact on the local senior population.
