County Committee Scores Proposals from Seven Technology Firms

Hillsborough County officials have made significant strides in evaluating proposals for a new Employee Communication and Engagement Platform, with the scoring process revealing a competitive landscape among bidders. During the follow-up evaluation committee meeting held on July 24, 2025, members reviewed and confirmed scores for various companies vying for the contract.

Osborne Inc. emerged as a frontrunner, scoring 22 points for system quality and 21 for organizational qualifications, culminating in a total score of 74.68. Exero Holdings LLC closely followed, achieving a total score of 75.00, with strong marks in multiple categories. In contrast, Blue People struggled, receiving low scores across the board, including just 10 points for system quality.

The committee also deemed Parasoft Technology Corporation's proposal unacceptable, while Intellects Inc. and other contenders like Interact Software and Mango Apps received mixed evaluations. Interact Software notably scored 28 points for system quality, leading to a total score of 79.4, showcasing its strong position in the competition.
