Library Museum Board recommends 8 Pines for renovation contract amid bidding challenges

New London’s City Council has taken a significant step towards enhancing local library facilities by approving a construction contract for a renovation project. During the Special City Council Meeting on July 24, 2025, the council voted to award the contract to 8 Pines, a relatively new construction company based in Shawano.

The decision follows a lengthy bidding process that began several months ago. Initially scheduled for early April, the bid opening was postponed to attract more contractors, as many expressed concerns about the project’s grant requirements and their existing workloads. Ultimately, only one bid was submitted by 8 Pines, which has prior experience with similar projects, including a recent renovation in Shawano.

Despite concerns about the company’s newness, city officials conducted a prequalification meeting with 8 Pines to assess their capabilities. The feedback from the city engineer was positive, indicating that the team possesses substantial experience from previous larger projects.

However, the council faces a challenge due to the grant stipulations requiring multiple bids. As a result, they are currently seeking a sole bid exception from the state to proceed with the contract. The bid received was higher than anticipated, attributed to the timing of the bidding process and the tight project timeline mandated by the grant, which requires work to commence by July 1.

The library renovation project aims to improve essential services and facilities for the community.
