Wellgreens Seeks Cannabis Business License in Santee with Community-Centric Approach

The City of Santee's City Council held a special meeting on July 10, 2025, focusing on Phase IV interviews for cannabis business licenses. Among the 16 applicants, Wellgreens emerged as a standout contender, presenting a compelling case for their proposed cannabis retail operation.

Chris Garmo, a local business owner, emphasized his long-standing commitment to the community, having operated a convenience store for over 31 years. He highlighted his dedication to hiring local residents and addressing community concerns, asserting that a cannabis business would complement his newly remodeled property, which includes a gas station. Garmo described his location as the "gateway to Santee," expressing enthusiasm for a modern, community-focused cannabis retail space.

Sam Hallick, COO of Wellgreens, shared his extensive background in retail and the company's rapid growth since entering the cannabis market in 2021. With 11 stores now operating in San Diego County, Wellgreens has been recognized as a leading cannabis retailer, recently awarded "Retailer of the Year" by the East County Chamber of Commerce. Hallick underscored the importance of hands-on management, stating that he and his team are actively involved in daily operations, ensuring high standards and community engagement.

Luis Ipuarte, Wellgreens' Director of Compliance, detailed the company's commitment to maintaining a positive relationship with the community. He outlined proactive measures to prevent nuisances, including regular property checks and a zero-tolerance policy for smoking near the store. Ipuarte also emphasized the importance of hiring from within, showcasing the career growth opportunities available to employees.

The council members engaged with the applicants, seeking clarity on their business models and community contributions. Wellgreens aims to provide affordable, high-quality products while fostering a welcoming environment for all customers, including those unfamiliar with cannabis.

As the meeting concluded, the council's decision on the cannabis business licenses remains pending, with Wellgreens positioned as a strong candidate committed to serving the Santee community responsibly and effectively.
