Saint Cloud Council Approves Thomason Estates Zoning Amendment and Subdivision Plan

The St. Cloud City Council made significant strides in urban development during their recent meeting on July 10, 2025, approving the Mixed Use Concept Plan and advancing the Thomason Estates project. The council unanimously voted 5-0 to approve the Mixed Use Concept Plan, a decision that signals a commitment to enhancing the city’s growth and infrastructure.

The council also held a final public hearing for Ordinance Number 2024-49, which involves a zoning amendment for approximately 10.31 acres known as Thomason Estates, formerly Clark Properties. This amendment will change the zoning designation from agricultural to R-1B single-family dwelling, aligning with the area’s low-density residential future land use.

Melissa Dunklin, Director of Community Development, presented the case, highlighting that the proposed development will consist of 30 single-family detached homes with front-loaded garages, achieving a density of 2.9 dwelling units per acre. The project is deemed compatible with the surrounding area and is expected to have no adverse impacts on city facilities.

The council's decision to remove improvements to South Delaware Avenue, as requested in a previous meeting, reflects their responsiveness to community concerns. With both the zoning amendment and the preliminary subdivision plan receiving staff and Planning Commission approval, the Thomason Estates project is set to move forward, marking a pivotal moment in St. Cloud's development landscape.
