Region 2 Services reports on Lincoln County support and success in developmental disabilities care

During the Lincoln County Commissioners Meeting on July 28, 2025, significant discussions centered around the services provided to individuals with intellectual and developmental disabilities, highlighting the impact of local programs on community members.

Kylie Joyce, representing the intellectual and developmental disabilities section of Region 2 Services, reported that 52 individuals from Lincoln County are currently receiving essential services. Of these, 48 are supported by the North Platte Opportunity Center, while four receive assistance through South Central Developmental Services. The annual cost to provide these services is approximately $5.8 million, primarily funded through state and federal waivers. Joyce emphasized that 83% of the budget is allocated to staff wages and benefits, underscoring the importance of direct support staff in delivering care.

Tina Gassnow, administrator at the Opportunity Center, shared success stories that illustrated the positive outcomes of their programs. She highlighted the achievements of clients who have gained independence, such as a young woman who, after receiving support, is now moving into her own apartment. Gassnow also noted the center's involvement in community activities, including Special Olympics and Meals on Wheels, which foster a sense of belonging and purpose among participants.

The meeting also addressed the center's ongoing challenges, particularly in securing funding for a new building after a significant storm damaged their facility. Gassnow mentioned that while insurance will cover part of the costs, they are seeking additional support from FEMA and NEMA to complete the $1.2 million project.

Commissioners expressed their admiration for the work being done by the Opportunity Center, acknowledging the vital role it plays in the community. They emphasized the importance of continued support for such programs, which not only enhance the lives of individuals with disabilities but also enrich the community as a whole.

In addition to discussions on disability services, the meeting included updates on the ongoing comprehensive planning process for Lincoln County. The commissioners noted the positive turnout at recent public meetings and the importance of incorporating community feedback into future zoning regulations.

As the meeting concluded, the commissioners reaffirmed their commitment to addressing the needs of all residents, particularly those requiring specialized services, and looked forward to further collaboration with local organizations to enhance community well-being.
