Shoot Smart Seeks Permit Amendment for In-House Firearm Manufacturing Operations

The Grand Prairie Planning and Zoning Commission convened on July 28, 2025, to discuss several key agenda items, including a specific use permit amendment for Shoot Smart, located at 2440 West Main Street.

The primary focus of the meeting was the request from Shoot Smart to amend their existing Specific Use Permit (SUP) to allow gun manufacturing as an additional use. Currently, the business operates under an SUP that permits public firing training, competition ranges, and firearm and ammunition sales. Their operations include gunsmithing services for firearm repair and maintenance, as well as the assembly of custom firearms for use at their shooting range.

The amendment request aims to clarify that the manufacturing aspect is limited to the customization of firearms for internal use only, specifically for the shooting range, and does not involve the sale of firearms or parts to the public. The Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF) defines the assembly and modification of firearms as manufacturing, which necessitated this amendment to align with regulatory requirements.

The Development Review Committee recommended approval of the amendment, contingent upon compliance with an operational plan that specifies the scope of manufacturing activities. This plan ensures that the operations remain focused on customizing firearms for in-house use, rather than engaging in broader manufacturing practices.

During the discussion, commission members sought clarification on the implications of the amendment, particularly regarding job creation and the nature of the manufacturing activities. It was confirmed that the amendment would not create new jobs but would formalize existing practices at Shoot Smart.

The meeting concluded with a consensus on the importance of ensuring that the operational plan is adhered to, thereby allowing Shoot Smart to continue its services while remaining compliant with federal regulations. Further steps will be taken to finalize the amendment and ensure all conditions are met.
