City Awards Design Contract for $498M Pecan Creek Wastewater Treatment Plant Expansion

Denton's Public Utilities Board has taken a significant step towards enhancing its wastewater treatment capabilities by approving a design contract amendment for the Pecan Creek Water Reclamation Plant. During the meeting on July 28, 2025, Water Utilities Project Manager Jason Donnell presented plans to expand the plant's capacity from 21 million gallons per day (MGD) to 30 MGD, addressing the facility's current operation at 85% capacity.

The existing plant, built in 1961, has reached critical capacity thresholds, triggering the need for expansion under Texas Commission on Environmental Quality regulations. The board unanimously approved the amendment with Kimley Horn and Associates, which includes a comprehensive assessment of the current infrastructure and a recommendation to construct a new plant rather than rehabilitate the old one. This decision is projected to save the city approximately $133 million.

The total estimated cost for the new facility is around $498 million, with completion expected by December 2031, significantly earlier than the rehabilitation option, which would take until July 2034 and cost about $636 million. The new plant will feature advanced technologies, including biological nutrient removal and emergency generators, ensuring higher water quality and environmental safety.

The board's decision reflects a proactive approach to managing Denton's growing water needs while maintaining compliance with environmental standards. As the city moves forward with this project, the anticipated benefits include improved efficiency and sustainability in wastewater management.
