Brandon and Ashley Winter Seek Zoning Change for Mobile Home in Marion County

A significant zoning change was approved by the Marion County Planning & Zoning Commission during their meeting on July 28, 2025. The commission voted unanimously to rezone a 0.93-acre property from single-family dwelling (R1) to mixed residential (R4), allowing for the construction of a manufactured home.

The applicants, Brandon and Ashley Winter, expressed their desire to modify the zoning to accommodate a manufactured home that meets U.S. Housing and Urban Development standards. Ashley Winter explained that when they purchased the property, they were under the impression it was entirely zoned R4. However, they later discovered that part of the property was still classified as R1, limiting their options for development.

The staff report indicated that there were no letters of support or opposition received prior to the meeting. Jared Rivera, the staff presenter, noted that the proposed change aligns with the county's comprehensive plan and is compatible with surrounding uses, which include several mobile homes.

Despite the lack of opposition from the community, one resident, Rebecca Hurrell, voiced her concerns about the potential impact of the zoning change on the neighborhood. She highlighted the predominance of site-built homes in the area and expressed fears that the change could set a precedent for further rezoning requests, potentially compromising the character and safety of the community.

In response to the discussions, the commission ultimately supported the staff's recommendation for approval, emphasizing that the change would not adversely affect public interest. The unanimous decision marks a step forward for the Winters as they seek to establish their first home on the property.
