Juvenile Justice Center seeks grant for substance use treatment program in South Bend

The St. Joseph County Board of Commissioners took a significant step towards addressing substance abuse among youth during their meeting on June 24, 2025, by approving a request from the Juvenile Justice Center (JJC) to apply for a $15,825 grant from the Partnership for a Drug Free St. Joseph County. This funding aims to implement a comprehensive substance use disorder treatment and education program within the JJC, focusing on teaching juveniles healthy coping skills and fostering positive relationships.

Tara Payano, the director of operations at the JJC, presented the proposal, highlighting the importance of staff-supported programming through the 5 Star Life curriculum. This initiative seeks to reduce substance use among individuals aged 12 and older in St. Joseph County by 3% in 2025 and 2026, with a targeted 5% decrease in youth reporting drug use, including marijuana. Payano emphasized that this grant application marks the first time the JJC has pursued this funding opportunity, which is crucial for reviving a previously successful program that had lost funding.

The commissioners expressed their support for the initiative, recognizing the potential impact on the community's youth. The approval of this grant application is seen as a proactive measure to combat substance abuse and promote healthier lifestyles among young people in the county.

In addition to the grant discussion, public comments during the meeting included concerns about industrial development in Western St. Joseph County. Resident Dan Caruso voiced his apprehension regarding the expansion of Amazon's facilities, urging the commissioners to reconsider future industrial projects to protect agricultural land and maintain the community's character.

The meeting also featured a congratulatory note for Commissioner Morton, who received the 2025 African American Legacy Award, acknowledging his long-standing service and contributions to the community.

As the county moves forward with the grant application, the focus remains on fostering a healthier environment for its youth while balancing community development and preservation.
