\"The new deadline for the forms did cause a little confusion and initially impacted systems reporting compliance for 2025,\" Loomis said. The major changes Loomis described include new April 1 due dates for the PRB 2,000 form (previously due Sept. 1) and an added annual April 1 requirement for the PRB 150 form to report board changes.

Loomis said staff provided a virtual training in November that was posted on the PRB website, and staff presented at two accredited-training-provider conferences (TexFERS in Austin and the Telfer peer-review conference). Staff also offered individualized technical assistance and MET compliance reports when requested by systems, Loomis said.

Loomis described specific accreditation impacts tied to a scheduled renewal cycle: the MET program turned 10 years old in 2025, and many training providers whose initial accreditation began in 2015 were renewing under the new rules. Under the new requirements, training providers must submit all core courses for review (previously only two courses were required) and core accredited providers must provide core participant information to the PRB within 30 days of an event. Loomis said those changes required additional technical assistance and caused some renewal delays but that staff have been responding to provider questions.

Loomis told the committee the PRB will report on MET compliance later in the year and expects the volume of technical-assistance requests to decline once the rule transition period ends and MET cycles are fully aligned.

\"The survey was open to stakeholders for 4 weeks back in April and May,\" Miller told the Education Committee. The survey was emailed twice and shared on the PRB website and LinkedIn; it was sent to 563 people and drew 47 responses, an 8.35% response rate.

Miller said satisfaction rates were high across categories the survey measured. The MET program scored 97% overall satisfaction, the PRB’s pension online reporting tool (PORT) scored 100% on usability, and MAT rule review scored 95% on questions that included communications about rule changes. Miller told the committee that the two categories \"MET role review\" and PORT were new to this year's survey, so multiyear comparisons are limited.

Respondents provided open-ended feedback asking for updates to online courses, clearer communications about rule transitions and more support for completing PRB forms. One recurring suggestion was that training completed through the PRB’s online learning site should not also have to be reported on the PRB 2,000 form; Miller said staff are \"beginning to look into\" connecting the learning management system to the PRB database to reduce duplicate reporting.

Committee members noted the limited sample. Chair Marcia Dush asked whether staff could reach noncompliant trustees and administrators who do not respond to surveys to encourage compliance and participation. Miller said PRB staff previously contacted long-term noncompliant trustees during a compliance project and that staff can pursue additional outreach.

Miller highlighted other takeaways staff plan to act on: publish an additional PORT tutorial video, continue staff attendance at major training conferences to answer stakeholder questions, and use survey suggestions when developing future continuing-education courses (requested topics included public pensions, investments, minutes and actuarial matters). Miller said staff will use funding received during the 89th Legislative Session to address several of the suggested enhancements.

The committee did not take action on the survey at the meeting; staff will incorporate the feedback into interim work and future planning.
