Taken together, he estimated it could be about six months before a lateral is cleared to operate independently; recruits who must attend a police academy can take about a year to complete training and FTO before operating alone.

Melanes also said the department has officers eligible for retirement and that no retirements were planned at that time. He praised the department’s recruiting and background efforts as the ‘‘gatekeeper’’ for quality hires and singled out Captain Snyder, Detective Clement, and Detective Klimek for their work on backgrounds, recruiting, and candidate support. Melanes credited Detective Klimek specifically with close family outreach and candidate follow-up during academy periods.

Corporal Andy Rucker was present in the meeting room during the hire of Caleb Rucker; Chief Melanes noted family connections for some hires (for example, Connor Gibson’s twin brother Matt Gibson is already an Elkhart officer).
