Beavercreek City Council Approves Residential Development Agreement with Rockford Development Company

Beavercreek City Council has taken significant steps towards enhancing local infrastructure and residential development during their meeting on July 28, 2025. The council approved Resolution 25-17, which formalizes a residential development agreement with Rockford Development Company for a 54.28-acre project. This agreement includes a reimbursement plan for infrastructure improvements, specifically for on-site water, sanitary, storm, and street infrastructure, as well as enhancements to Grange Hall Road.

Under the terms of the agreement, Rockford Development will initially cover construction costs up to $800,000. The city will reimburse these costs through a 75% five-year rolling Tax Increment Financing (TIF) and a new community authority, contingent on the availability of funds. This arrangement aims to facilitate the timely development of essential infrastructure while minimizing financial risk for the city.

In addition, the council approved Resolution 25-18, authorizing the city manager to enter into an agreement with Grand Communities LLC. This agreement pertains to the design, right-of-way acquisition, and construction of upgrades to a sharp curve along Swaggart Road, which is necessary for the N.A.L. Garden project. The estimated cost for these improvements is $515,211, which the developer will deposit with the city before proceeding with the project. The upgrades will also include the construction of sidewalks along the curve, enhancing pedestrian safety in the area.
