Broker said roofing replacement work at Four Mile and the junior high is complete and that interior finish work (flooring and some painting) is finished or wrapping up. He reported completed site security bollards and sidewalk replacement at Four Mile, additional concrete repairs and roadway work at the high school, tennis court resurfacing and several classroom and playground improvements across the district.

On the project between the junior high and the district office, Broker said an initial concrete pour did not meet the inspector’s slope requirements. That section was removed and re-poured; afterward the contractor identified small elevation differences between concrete and adjacent paving that require a \"feathering\" repair with asphalt. Broker said the contractor estimated the correction at about $5,500 and that the contractor intends to cover portions of the work; district staff continue to reconcile costs and change orders.

Board members asked whether the sidewalk correction and remaining tasks will be finished before school starts. Broker said contractors were aware of the importance of completing work before the first day of school and the schedule was pushed to require completion prior to students’ arrival; he also said staff will coordinate traffic flow with transportation if work overlaps early arrival dates. Broker said the district will monitor any feathered transitions for long-term durability.

Broker noted two recent water events at Four Mile: one water leak that damaged a classroom and a later release related to a water main that required clean-up and temporary remediation. He said outside vendors and the building and grounds staff had dried and remediated affected areas and that a follow-up cleaning would occur to ensure the space is ready for fall.

The board asked about gates on a new walking pathway; Broker and staff said final specs did not include gate arms and that bus staging will be used to restrict access during bus pick-up and drop-off. Trustees asked for confirmation of final plans and any changes to the specs.

Dr. Latham said the district focused June curriculum work on translating renewed state standards into grade-level units, and that more than 100 teachers participated in curriculum writing. \"Standards are what students should know and be able to do,\" Dr. Latham said, explaining the distinction between state standards and locally developed curriculum units.

The district ran summer school and an extended school-year program for students with IEPs; summer school was offered at Four Mile, Reynolds and Willowbrook plus the three secondary buildings, while extended school year services were held at Clay junior high, Dr. Latham said. The teaching-and-learning office and the special education department also moved into a shared workspace this summer to centralize curriculum materials and inventory.

Dr. Latham noted incoming instructional materials: AMPLIFY CKLA literacy resources for grades 3–5 (previously approved by the board) are arriving at buildings; the district is also participating in the state's Open SciEd grant for secondary hands-on science materials. The district provided early training for new literacy materials in July with about 70 teachers attending and reported more than 200 teachers participated in an All Means All Institute.

Dr. Latham said the district will continue training during preservice and that school teams are finalizing improvement plans and orientation activities ahead of the year start.

Morris said a 21-member committee met five times from January through May to address four core questions: how services will be provided to eligible students, how teacher caseloads will be determined, how caseload concerns will be resolved and how the district will evaluate plan effectiveness. \"We started with data: enrollment rose from 6,836 in 2020 to about 7,500 in 2024 and the number of students with IEPs rose from 837 to 1,040,\" Morris said, noting a 10% increase in certified enrollment and a 24% increase in the special-education child count over the same period.

The plan, Morris said, includes a continuum of service-delivery models for preschool, elementary, secondary and the 4-plus program; adopts the Iowa Department of Education's weighted matrix to determine caseloads; establishes a collaborative process for resolving caseload concerns; and sets methods for evaluating effectiveness using progress-monitoring and academic data.

Board members asked how the district ensures general education teachers receive students' accommodation information. Morris said the plan and preservice scheduling include specific time for special education staff to meet with general educators to share accommodations while preserving privacy required by law.

On participation and evaluation, Morris said the district aims to maintain high parent involvement—staff estimate more than 90% participation at IEP meetings through flexible scheduling and remote options—and will monitor progress-monitoring and proficiency gaps between general-education and special-education students.

The board complimented the committee's composition and the plan’s data-driven approach. Morris told trustees the plan will be shared with principals and used during the principal leadership retreat to ensure implementation across buildings.
