No reply was ever received,” Nugent said. He added that he had provided polling, white papers and industry recommendations to the city and that he has previously met with city staff on the topic.

A city staff member responded during the meeting that the administration and public-works staff have met with Nugent multiple times and said officials will continue to incorporate suggestions into future bid packages.

Nugent’s presentation asked for written answers to technical questions and for the city to consider alternative fixtures that, he said, meet best-practice criteria while costing nearly the same as the distributor’s quoted items.
