The denial from Nampa was based on the company not meeting the 75% utilization requirement outlined in the thousand block number pooling administration guidelines. However, the commission staff argued that there is a verifiable need for these additional numbering resources, as established by a Federal Communications Commission (FCC) order. This order allows state commissions to override Nampa's decisions when a legitimate need is demonstrated.

During the meeting, staff recommended that the commission approve the request to overturn Nampa's denial, anticipating that Nampa would subsequently grant Verizon Access's request for the additional numbers. Doug Smith, Vice President of State Government Affairs for Verizon, expressed support for the staff's analysis and recommendation, emphasizing the importance of meeting customer demands.

Commissioner Linton raised a pertinent question regarding the surplus numbers that would remain after fulfilling the current request. Smith clarified that these surplus numbers would remain in their inventory and could be allocated to other customers as needed, following the usual review process by Nampa.
