CR 74 — Coordinated election intergovernmental agreements

Hulse told council that from Jan. 1 through July 15 the unit received 381 new referrals and provided 3,294 complete services. “Northland Police have referred 252 new individuals to us this year,” Hulse said, adding that 67 people referred themselves and 48 referrals came directly from the community.

Hulse described three primary intervention streams: crisis intervention (mental and behavioral health connections, therapy and case conferencing), homeless intervention (encampment resolution work, weekly civic rounds and Friday walk-in hours), and targeted violence prevention. She said CREW helped start the North Metro Threat Assessment Group in January and now coordinates with county and regional partners, including school districts, the Colorado Information Analysis Center and federal partners when appropriate.

The unit’s case examples illustrated the work’s scope. Hulse presented a cross-state crisis case in which a woman experiencing delusions traveled into the region; CREW coordinated with another county, a mental health hospital and a shelter partner in Riverdale to secure temporary care for the person and her dog and to arrange a coordinated return to family in another state. In a separate homeless-prevention case, CREW worked with a homeowner’s family and medical partners to secure a skilled nursing placement for an individual and to make the family home habitable again.

Hulse said CREW has housed 23 people who had been chronically homeless over the past year and cited a per-person savings figure from the Colorado Coalition for the Homeless of $27,193; using that figure, she reported a potential fiscal savings of $625,439 so far this year in reduced emergency, medical and detention costs.

Hulse summarized grants and resources supporting CREW: an opioid settlement grant with four of five long-term treatment slots filled, three of five sober living slots filled, regional transportation passes near depletion but supplemented by city funds, and a recently received vehicle the city is licensing as a secured transport unit. She also noted an operating budget of $506,662 and the addition of an intern who is a therapeutic dog handler.

Council members praised the program’s regional coordination. Council member Kondo thanked Hulse for a recent regional presentation and noted the unit’s close work with a Riverdale shelter partner.
