Navy Partners with Newport News for $400M Downtown Housing Investment

During the Newport News City Council Work Session on August 12, 2025, city officials discussed a significant investment opportunity aimed at enhancing the quality of life for sailors and revitalizing downtown Newport News. The initiative, led by the Navy in collaboration with local partners, is projected to be valued between $350 million and $400 million.

City Manager Alan R. reported that this public-private partnership will focus on creating new housing and amenities, which are essential for the well-being of sailors stationed in the area. The project will specifically address the need for unaccompanied housing, with plans to develop 752-bedroom apartment units, a parking garage, and retail space that will serve both military personnel and the general public.

Florence Kingston, a city official, highlighted that the Navy's investment is part of a broader initiative to improve sailor quality of service and warfighting readiness. The project will take place at the Huntington Hall site and the Julius Kahn Gym Block, with construction expected to begin in 2026. The development will include two 17-story towers, significantly altering the downtown skyline.

In addition to the housing project, the council discussed a $5.5 million appropriation to support various downtown initiatives, including renovations and complementary investments related to the Navy project. This funding will also serve as a local match for a $40 million treasury loan from the Commonwealth of Virginia.
