Atlantic Group proposes 29-lot subdivision in Duncan Manor near Market Street

The Accomack Planning Commission convened on August 13, 2025, to discuss a proposed subdivision development in the Duncan Manor area, located just off Market Street. The meeting focused on a preliminary plat request from Mr. Carbaugh of the Atlantic Group, representing the Odachowski Group, which owns the subject properties.

The proposed development encompasses nearly 60 acres, with a mix of zoning classifications including business and agricultural. The commission reviewed a request to set a public hearing for a 29-lot preliminary plat, aimed at developing single-family homes. The future land use designation for the area is classified as a village development area, indicating a preference for higher density housing.

During the meeting, staff presented maps illustrating the site’s zoning and surrounding areas, highlighting the proximity to existing residential neighborhoods and commercial establishments. The proposed lots would be slightly larger than the existing 50-foot wide lots, increasing to 60 feet to accommodate the desired housing types. The development will utilize public water and sewer services, with infrastructure built to Virginia Department of Transportation (VDOT) standards.

Commissioners raised questions regarding the existing zoning and the rationale behind not pursuing a complete rezoning to business. Staff clarified that the current zoning allows for the proposed residential use under special use permits, which the developer would need to obtain.

The commission ultimately agreed to move forward with scheduling a public hearing for September 10, 2025, to further evaluate the proposal and gather community input. A comprehensive staff report with recommended conditions will be provided ahead of the hearing.
