David Mangiello of Hampton Virginia Challenges Child Protective Services Actions

The Hampton City Council Legislative Session on August 13, 2025, featured a poignant address from resident David Mangiello, who shared his personal struggles with the child protective services (CPS) system. Mangiello, a veteran and father, expressed deep concerns over what he described as a flawed and punitive approach taken by CPS in his family's case.

Mangiello recounted a single incident involving one of his nonverbal children that led to a series of events drastically affecting their lives. He stated that instead of receiving support, he faced a system that prioritized punishment over partnership. He criticized CPS for conducting a search of his home and making determinations based on what he claimed were incomplete and inaccurate reports. Mangiello highlighted that the CPS report contained over 60 statements he formally objected to, many of which he argued were misleading or taken out of context.

He emphasized the emotional trauma inflicted on his children and the financial strain on his family due to the ongoing situation. Despite filing formal objections and requesting an independent review, Mangiello noted a lack of accountability within the system.

In addition to his personal narrative, Mangiello shared his background as a U.S. Marine Corps veteran, detailing his honorable service and recognition for leadership and dedication. His testimony underscored the broader implications of CPS involvement in family matters and called for a reevaluation of how such cases are handled.
